【SDG 17】New Taipei City Invited to Present its 2021 Voluntary Local Review at the Local and Regional Governments Day of the United Nations Climate Change Conference

2021-11-12
Local and Regional Governments Day of the United Nations Climate Change Conference.
The 26th Climate Change Conference of the Parties in the United Nations Framework Convention on Climate Change (known as the United Nations Climate Change Conference, UNFCCC, or COP26), which was postponed to November 1–12, 2021 because of the COVID-19 pandemic, was held physically in Glasgow, Scotland, U.K. The New Taipei City Government was invited to present its second Voluntary Local Review (VLR) at the Local and Regional Governments Day online forum on November 11. Through this forum, New Taipei City demonstrated to the world its thorough implementation of Sustainable Development Goals and its dedication to sustainable development; the presentation struck a chord and aroused enthusiastic discussion among the global audience of nearly 100 members.

The COP26 designated November 11 as Local and Regional Governments Day to emphasize the stakeholder role and contributions of local governments in climate change. The Local and Regional Governments Day forum was jointly held by the Local Government Management Agency (which is one of the top nine groups in UNFCCC and participates in climate negotiations as a nongovernmental organization on behalf of local governments) and United Cities and Local Governments at 22:30 (Taiwan time). The New Taipei City Government was the only Taiwanese local government that was invited to the forum, and it was represented by Director General Yao of the Secretariat, who attended the forum online. The forum was also attended by city government leaders from various countries, including the secretary general of United Cities and Local Governments Emilia Sáiz, Member of the Executive Council of the City of Geneva Sami Kanaan, the director of Cities Alliance Greg Munro, and the Head of the Cities Unit, UNEP.

The second VLR of New Taipei City was unveiled earlier on the same day as the forum (November 11) during the city government’s “Sustainable Future City: A Dialogue between New Taipei City and its Nordic Partners” event. The VLR was unboxed jointly by the mayor and the Swedish, Finnish, and Danish commissioners in Taiwan. New York City’s Commissioner for International Affairs Penny Abeywardena was also invited to share some words at the event through a video. These international partners were invited to join the review of New Taipei City’s sustainable practices.

Director general Yao spoke about the making of this VLR through industry–government–academia collaboration, which involved the collaborations among government departments, international organizations, renowned international think tanks, social enterprises, and civil societies. She also talked about the environmentally friendly concepts incorporated into the packaging design of the VLR report. New Taipei City hopes that it can collaborate with more sustainable international partners and continue on its journey toward achieving the Sustainable Development Goals by 2030.
