
【SDG 15】New Taipei Builds Dream Animal Home and Mobile Medical Clinic to Safeguard Pets in Rural Areas

The New Taipei City Animal Protection and Health Inspection Office is rolling out innovative animal welfare policies, enhancing infrastructure and mobile services to improve the well-being of pets. The Ruifang Animal Home officially opened its doors in April 2025. Hailed as the most beautiful and well-designed shelter in Taiwan, it works hand-in-hand with the city's Mobile Animal Medical Clinic, together forming two key pillars for safeguarding the lives of furry companions.
The Ruifang Animal Home was designed by American architect Heather Lewis in collaboration with local animal welfare groups. The facility was built around the concept of “home,” with pitched roofs that echo the mountain landscape, warm wooden textures, and abundant greenery that create a welcoming, healing atmosphere.
Inside, the Ruifang Animal Home features kennels, catteries, reception, adoption areas, and an outdoor field. Its three circulation routes support sheltering, visits, and medical care, while smart systems improve safety and adoption. The animal home has earned the Chinese Architectural Golden Stone Award and the 2024 FIABCI-Taiwan Real Estate Excellence Award, highlighting New Taipei's dedication to professional and aesthetic animal care. It also offers a warm space for people and pets to connect.
In addition to upgrading physical facilities, New Taipei has also launched the Mobile Animal Medical Clinic, which brings services directly to remote districts such as Wanli and Jinshan. The clinic operates on a monthly rotation and offers physical examinations, vaccinations, deworming, and health consultations, sparing pet owners the need for long journeys to access care. From 2019 to September this year, more than 6,000 animals have benefited from these services.
From a dream animal home to mobile healthcare, New Taipei combines innovative design with practical solutions to ensure animals enjoy both safe homes and accessible medical care, making it one of Taiwan's happiest, most pet-friendly cities.
