【SDG 11】The "three-ring, six-line" mass rapid transit system: a new chapter for the city
Since its designation as a special municipality, New Taipei City has been dedicated to promoting the three-ring, six-line rail construction project. The project is expected to be completed by 2030 and comprises a total length of 235 km. The first ring connects the New Taipei Circular line, the north section of the Circular line, and the south section of the Circular line. The second ring connects the Wanda–Zhonghe line, the Xinzhuang line, and the New Taipei Shulin line. The third ring connects the Banqiao line, the Tucheng line, the Sanyin line, the Taoyuan Green line, the Airport line, and Dingpu. The six lines are the Danhai light rail, Ankeng light rail, Xizhi–Donghu line, Wugu–Taishan light rail, Bali light rail, and Shenkeng light rail.

【SDG 17】2022 in Review: New Taipei for SDGs. Bridge to a better world.
Between 2019 and 2022, we hosted and participated in 55 international events, during which we exchanged with more than 30 organizations, 379 cities, and 12,577 individuals. Using the language of the global community, New Taipei created a new paradigm for city diplomacy.

Since 2019, the New Taipei City Government has released a series of female empowerment videos titled New Taipei Woman Power. The Secretariat of New Taipei City Government cohosted the 2022 New Taipei City Urban Diplomacy Forum with Tamkang University's Department of Diplomacy and International Relations today (Sep. 29). 【SDG 17】Aerial view of the 2022 NTPC Appreciation Tour
For the 2022 New Taipei Appreciation Tour, which was held on August 21, New Taipei City Government invited envoys to board the vessel Great River Queen and enjoy views of the mountains and sea along the blue Tamsui River. Near 200 envoys from 34 countries across five continents, including 20 ambassadors and representatives to Taiwan and five presidents of foreign chambers of commerce, attended the tour to support New Taipei City, setting a record for the highest number of participating envoys since Mayor Hou Yu-ih took office.

The "2022 ING Earth Day Forum in New Taipei" held by New Taipei City on April 21 focused on sustainable topics, including "low-carbon mobility" and "SDG City Leaders." 【SDG 17】2022 ING Earth Day Forum Opening Highlights
Mayor Hou stated that New Taipei City began to take actions and align with the international community in promoting sustainable development four years ago and has published two VLR reports and held multiple international forums since then. In response to the United Nations sustainable development goals of reaching net zero emissions globally, New Taipei City hopes to achieve comprehensive bus electrification by 2030 and incorporate zero-carbon design concepts into urban renewal and major development plans. ||Mayor Hou emphasized that "energy conservation and carbon reduction" is no longer an issue of public welfare but an issue of survival! New Taipei City will actively confront challenges with the world in the sustainable, net zero, and post-pandemic era. 【SDG 17】2022 ING Earth Day Forum Session Highlights: Low-carbon Mobility
Mr. Mitch Chung, Commissioner of the Transportation Department of New Taipei City Government shared that green energy is not only a solution to climate change but also a drive to sustainable development. New Taipei City Government will continue to proactively promote green transportation and clean energy for environmental protection in the future. ||In addition, New Taipei City will introduce four new concepts, namely green energy, smart technology, sharing, and sustainability. In order to construct a humanity transportation environment, it will actively promote the "three-ring, six-line" mass rapid transit system as well as achieve the comprehensive electrification of 1,400 buses and a total number of 500 million public bike uses by 2030. The Earth Day Forum was attended by sustainable partners around the world, including Google, International Telecommunication Union (ITU), Kanagawa Prefecture, City of Brisbane, City of Cincinnati, City of Cupertino, City of Alhambra, City of Dangjin, City of Poznań, City of Makati, United Cities and Local Governments Asia-Pacific (UCLG ASPAC), MIT Media lab City Science Group, Mobility In Harmony (MIH), City of Utrecht, Miami-Dade County, City of Helsinki, City of Lahti, County of Starnberg, City of Kitakyushu, Institute for Global Environmental Strategies (IGES), Global Social Economy Forum (GSEF), City of Helsinki, City of Lahti, Kanagawa Prefecture, and City of Dangjin. (in order of appearance in the Forum) ||Yao Ching-Yu, Director General of the Secretariat of New Taipei City Government indicated that it was the second year for New Taipei City to hold the Earth Day Forum. 【SDG 17】2022 ING Earth Day Forum speaker: Mr. Jeffrey Koji Maloney, Mayor of Alhambra
Alhambra City is located in southern California where droughts have been recurring. So, water conservation has been a severe issue of energy sustainability there. The city has been putting efforts in terms of air quality, plastic waste, and water conservation since 2016. For example, they encourage local residents to walk or bike instead of driving. Furthermore, a city law has been made to prevent local restaurants from giving out disposable plastic utensils unless customers requested. Alhambra has also been growing more trees, and is now officially recognized as a Tree City.

【SDG 17】2022 ING Earth Day Forum speaker: Ms. Abby Binay, Mayor of Makati
Social inclusion and shared prosperity have been Makati's guiding principles in planning, developing, and executing policies and programs. Being the financial center of the Philippines, Makati has been pursuing groundbreaking programs in education, public health, and social welfare. ||Makati has continued to invest in enhancing public education system, ensuring no child gets left behind. They have created mobile learning hubs throughout the city to adjust the needs of those without gadgets and internet connection. This move also gave livelihoods to drivers and teachers.||The expanded college scholarship program has also given more poor but deserving students the opportunity to obtain a college degree at state-owned or private universities. Recently, the pioneer batch from the law school at the University of Makati achieved 100% passing rate in bar exams.||Today, Makati has the lowest poverty incidence in Metro Manila at 0.2% of the population, and the national poverty rate is at 16.6%. Makati's molestation prevalence rate remains among the lowest in the country for nearly three decades now.

【SDG 17】2022 ING Earth Day Forum speaker: Dr. Bernadia Tjandradewi, Secretary General of UCLG ASPAC
"Act boldly, innovate broadly, and implement adequetly!" Dr. Bernadia Irawati Tjandradewi, Secretary General of the United Cities and Local Governments Asia-Pacific (UCLG ASPAC) remarked at the ING Earth Day Forum in New Taipei City. To realize the SDGs, all of us, including governments, business, academia, and citizens, must take a part in the action.||It's only eight years left to 2030. According to the UN, however, it is not until 2065 will the Asia-Pacific region accheive the SDGs. To accelerate the process, the UCLG ASPAC continues to help cities and local governments to engage in Voluntary Local Reviews (VLR), Voluntary Subnational Reviews (VSR), and to implement localized actions.||The UCLG ASPAC consists of over 10 thousand cities and local entities regionally, and is connected with over 100 thousand cities across 140 countries globally, aiming to become the voice of the Asia-Pacific area. In 2021, the UCLG ASPAC assisted Surabaya City in releasing the first VLR in Indonesia, and then helped Pakistan, the Philippines, and Sri Lanka publish their own VSRs. All of these VLR and VSR reports would be presented in the UN HLPF this year.

【SDG 17】2022 ING Earth Day Forum speaker: Mr. Yuji Kuroiwa, Governor of Kanagawa Prefecture
Kanagawa Prefecture has been promoting the plan of Vibrant "Inochi" (meaning "life" in Japanese). It embodies six main goals in pursuing a vibrant life, i.e. wellbeing, positive spirit, purpose in life, healthy longevity, full of laughter, and good community and environment. The plan of Vibrant "Inochi" has been aligned with the SDGs and therefore made Kanagawa one of the most advanced city in implementing SDGs in Japan.

【SDG 17】2022 ING Earth Day Forum speaker: Ms. Karen Williams, Mayor of Redland City
The 2032 Brisbane Olympic and Paralympic Games will be the first games contractually obliged to the "Climate Positive Commitment." The Southeast Queensland cities are forming alliances to avoid the legacies of huge debt and abandoned stadiums. Instead, they will enhance residents' lives by creating better transportation, water and waste management. It is estimated that 8.1 billion AUD in economic benefits will the Olympics bring to Queensland, among which 3.5 billion will be invested in social and environmental improvements.
