
【SDG 16】New Taipei City Government Procurement Integrity Platform Safeguards the Quality of Public Works

New Taipei City Government invests a massive budget each year to drive municipal construction and develop the city into a livable, friendly environment where citizens can flourish. In order to ensure the quality of major construction projects and eliminate any inappropriate external interference, the "Implementation Plan of the New Taipei City Major Construction Procurement Integrity Platform" was established in 2019, and government procurement integrity platforms are established based on project characteristics. Except for the "Integrity Platform for the Renovation of Xindian River's Bitan Weir and Water Environment" and the "Integrity Platform for New Taipei City Yonghe Xingsheng Area (Dachen Area) Renewal Units 1 and 4 Urban Regeneration Project," which have served their purpose and controls have been lifted, there are currently 7 government procurement integrity platforms for ongoing projects, including the "Integrity Platform for New Taipei City Circular Line Land Development," "Integrity Platform for the Xizhi Donghu MRT Construction Turnkey Project," " Integrity Platform for the Dan Bei Road Project," "Integrity Platform for New Taipei City Yonghe District Yongping Elementary School Underground Parking Lot Project," "Integrity Platform for Luzhou District Guanghua Section and Sanchong District Sanchong Section Parking Lot and Youth Social Housing Construction Turnkey," "Integrity Platform for Shisizhang Area of Xindian District Zone Expropriation Development Project," and "Integrity Platform for Banqiao Second Stadium BOT Project."
New Taipei City has established cross-sector communication channels through the major project procurement integrity platforms, and invited the Ministry of Justice Agency Against Corruption, the New Taipei District Prosecutors Office, the New Taipei City Field Division, and Transparency International Chinese Taipei to serve as platform members. The Ministry of Labor Occupational Safety and Health Administration and the New Taipei City Government Labor Standards Inspection Office were also invited to become platform members in 2025, thereby strengthening professional consultation and cross-sector collaboration on issues such as legal liabilities, occupational safety risks, and contract performance considerations. The establishment of horizontal communication channels facilitates information flow and the compilation of expert opinions, thus enabling joint reviews of corruption and occupational safety risks that may occur at each stage of a construction or development project, as well as creating a high-quality public construction environment.
To eliminate inappropriate external influences, and enhance risk management mechanisms, the integrity platform will operate through a brand new collaborative model based on cross-sector communication between public and private sectors. By organizing public announcement events, regularly convening meetings, and inviting professional occupational safety and health units to participate, the platform effectively prevents construction safety events from occurring and further improves construction safety and quality. Upholding the spirit of information transparency, citizens, contractors, experts, scholars, and non-government organizations are all able to supervise the process of major construction projects, thereby gaining citizens' trust in the city government's administration, safeguarding the quality of public works, and facilitating sustainable development.
