【SDG 9】New Taipei City Hall's Intelligent Sustainability Receives Recognition Again Winning the Asia-Pacific Region's Excellent Intelligent Green Building Award and Visits from Experts from Many Countries

The transformation of the New Taipei City Hall into an intelligent energy-saving building has repeatedly received recognition. After receiving the "Renovation Gold Award" in the "2019 TIBA AWARDS Third Taiwan Excellent Intelligent Green Building and System Product Awards" and the "Ministry of Economic Affairs Energy Saving Benchmark Award - Gold Award" in 2019, it has now won the "Renovation Platinum Award" in the "Third 2022 Asia-Pacific Region's Excellent Intelligent Green Building and System Product Awards APIGBA Awards." Representatives from the Asia-Pacific Region's Intelligent Green Building Alliance TIBA visited the administrative building today (30th) and were personally received by Deputy Mayor Hsieh Cheng-Ta.
Deputy Mayor Hsieh shared the philosophy behind the transformation of the City Hall with guests from Korea, Singapore, Hong Kong, Japan, Thailand, and Taiwan. The Director General of the Secretariat, Yao, Ching-Yu, arranged for a building management introduction and a presentation on the application of New Taipei's public building facility management at the Comma Lab. The guests were also led to visit the Intelligent Management Center, the Gender-Friendly Restroom in the Citizen's Square, and the Edible Landscape. These spaces have also received numerous awards, including the 2020 TID Taiwan Interior Design Special Jury Award, the 2021 Architizer A+Awards Popular Choice Award for Government Buildings, the German Red Dot Brand and Communication Award, the 2022 APSAA Asia-Pacific Sustainability Action Award Bronze Award, the 2022 TSAA Taiwan Sustainability Action Award Silver Award, and the 2019 Ministry of Economic Affairs Energy Saving Benchmark Award Gold Award. The city government hopes to promote sustainable development goals (SDGs) and improve the earth's environment while providing a better future for all our employees.
The New Taipei City Hall is a public building that has now been standing for over 20 years. It has undergone a three-stage transformation from an existing building to an intelligent energy-saving building with a people-centric sustainable working environment, predicated on "energy conservation and carbon reduction," "intelligent energy-saving," and ensuring a "sustainable office environment." Hsu Chia-lang, Chief of the General Affairs Section in the Secretariat, said that the City Hall has been continuously moving towards an intelligent building since its completion in 2003. By integrating the existing building into an "intelligent energy-saving" building through an intelligent monitoring and integration system, it has gained these many honors. The application of systems integration and the Internet of Things (IoT) has made the building ever more intelligent. Head Tseng Yu-chieh mentioned that the City Hall not only established the country's first "Smart Energy Management Center" for government agencies in 2018, but also took the lead in launching the "New Taipei Power Grid" in 2019. This has extended intelligent energy-savings to all 487 first-level agencies, second-level agencies, district offices, and educational bureau schools throughout the city. The system includes a cloud-based electricity management framework for the public sector, enabling remote monitoring of real-time electricity usage information for each unit. It also utilizes a large database of accumulated electricity usage data to assist various agencies in analyzing and optimizing their electricity price management models, achieving effective improvements in energy management efficiency and saving on electricity expenses.
Wu Hao-Chung, Chief of the Engineering Section of the Public Works Department, pointed out that the department's introduction of Building Information Modeling (BIM) technology not only leads the nation, but also covers engineering planning, design, and construction management. BIM applications can be found in major public works’ projects including sports centers and cultural centers. Tan Yu-wen, Head of the department, added that BIM technology has expanded from its original use in assisting building construction permits to pre-screening open spaces. Its use has also extended to construction and usage management, not only accelerating administrative review efficiency but also enabling intelligent management to make building maintenance and public safety more transparent.
The Asia Pacific Intelligent Building Alliance (APIGBA) was established in 2014 and holds a conference every two years. A panel of judges from seven countries/regions, including Taiwan, South Korea, Hong Kong, Macau, Singapore, Thailand, and Japan, select excellent intelligent green buildings and system products from various countries/regions and award medals, as well as according case studies for other countries to learn from. This year's conference and award ceremony were held at the Taipei Marriott Hotel on the 29th. Vice President Lai Ching-Te delivered remarks and presented the awards in person. Director Yao Ching-Yu represented the winners at the award ceremony, and guests such as Vice President Lee Hung-Chun of the Control Yuan, Administrative Deputy Minister of the MOI, Wu Tang-An, and Director-General of the Architecture and Building Research Institute, Wang Rong-Jing, were also present at the momentous ceremony.
Director Yao emphasized that New Taipei City government has taken a lead in promoting smart energy conservation in the public sector. Energy conservation and carbon reduction are responsibilities of modern citizens and should be taken seriously regardless of power shortages. In addition to responding to our efforts and steadfast determination to fulfill the United Nations Sustainable Development Goals (SDGs), we also hope that New Taipei City will play an important role as a "sustainable city" promoter in Taiwan and throughout Asia.
