According to the statistical report of the Sunshine Social Welfare Foundation, 1 in every 8 people in Taiwan has been treated rudely because of his or her appearance. The proportion of individuals with troublesome physical features who have experienced such situations is noticeably higher than those without such features. Therefore, the New Taipei City Government decided to remove the requirement for photo submission in the application of temporary employee recruitment, thereby promoting the concept of face equality and the development of a friendly society where people do not judge others by their appearance. 
 

The application forms before and after revision are displayed in Tables 1 and 2, respectively. In April 2019, the New Taipei City Government revised the temporary employee recruitment application form by removing the blank for photo submission. In addition, the government requires that relevant personnel do not request photos from applicants when processing their applications.
