【SDG 13】New Taipei Upgrades Smart Flood Prevention: AI for a Climate-Resilient City

New Taipei City's Water Resources Department has developed an smart flood prevention system to achieve real-time decision-making with zero delay.

In the face of extreme weather and sudden torrential downpours, New Taipei City's Water Resources Department is using AI technology to build a flood-resilient city. Under the concept of “Flood Prevention ALL IN, Right at Your Fingertips,”  the city has launched a smart flood prevention system that integrates real-time monitoring, AI-driven analysis, and instant alerts. This dramatically shortens disaster response times and simultaneously pushes notifications to all 29 district offices.
 
Breaking away from traditional methods, New Taipei can now monitor citywide water conditions in real time. AI systems integrate and assess flood risks instantly, minimizing disaster impact. Next year, the city will launch its first intelligent pumping station linked to the smart flood control platform. The station will use mixed reality (MR) remote operation and AI raindrop image recognition technology to accurately measure rainfall and activate pumps automatically, greatly improving flood control efficiency.
 
To address challenges from urbanization and geographic constraints, New Taipei has also introduced a Water Retention and Infiltration Ordinance, encouraging permeable facilities in parks and schools. In addition, the city has strengthened its flood retention capacity with 16 pumping stations equipped with pre-discharge mechanisms, creating nearly 3 million tons of water retention volume. The government has also deployed 607 CCTV cameras with flood detection capabilities, paired with flood sensors for dual verification. Another 100 cameras will be installed this year to further improve flood monitoring and risk assessment.
 
By integrating smart platforms, AI technology, and localized flood detention projects, New Taipei is steadily building a comprehensive flood prevention network. With the determination of “Flood Prevention ALL IN, Right at Your Fingertips,” the city is safeguarding residents and advancing toward a truly resilient, smart flood-prevention city.
