
【SDG 5】New Taipei City Showcases Anti-Violence Achievements to the World at the NGO CSW70 Forum

To demonstrate its achievements and commitment to gender equality, the New Taipei City Government has actively engaged in international exchanges in recent years. The City recently participated, for the fourth consecutive year, in the NGO CSW70 Forum, a parallel event of the 70th session of the United Nations Commission on the Status of Women (CSW70).
In collaboration with the Taiwan Coalition Against Violence, New Taipei City co-hosted an in-person forum in New York on the morning of March 12 (Eastern Time). Under the theme “Transforming Silence into Justice: Best Practices in Gender-Based Violence Prevention—Judicial Advocacy, Survivor-Centered Reforms, and Pathways to Empowerment,” the City joined the Soroptimist International, the Women’s Grace Foundation (UK), and the Taichung City Government to share strategies for strengthening judicial and protection networks, helping survivors of violence break their silence.

Chien Shu-chen, Supervisor of the New Taipei City Domestic Violence and Sexual Assault Prevention Center, presented during the forum. She highlighted that, based on a safety-first principle, New Taipei City has built a comprehensive service framework by promoting zero tolerance for violence, expanding reporting gatekeepers, preventing intimate partner violence, and providing safety protection, as well as life and employment reconstruction programs. These efforts aim to create an environment where women are free from gender-based violence and to realize justice in everyday safety. Practical case studies shared during the session received strong recognition from participants.
Hsu Hsiu-neng, Deputy Director-General of the Department of Social Welfare, who led the delegation, noted that New Taipei City began its international engagement in 2023 by publishing the nation’s first CEDAW City Report. Guided by Article 2 of CEDAW, which calls for the elimination of discrimination and violence, the City has reviewed the living conditions of victims of different forms of gender-based violence. Through close collaboration with network partners, it connects victims with tailored services based on their individual needs, providing friendly and personalized intervention strategies to realize a zero-tolerance environment for violence.

To further advance the implementation of CEDAW, the delegation also held a bilateral meeting in the United States with Chanel Smith, former Executive Director of the Women and Girls Initiative (WGI) in Los Angeles, and advisor Caroline Torén. The exchange focused on Los Angeles’ experience in strengthening governmental systems, policies, and service processes following the passage of CEDAW-related legislation in 2021. New Taipei City will continue to enhance cross-departmental capacity building and collaboration in the future.
The NGO CSW70 Forum took place from March 9 to March 19, 2026, in New York, providing a global platform for women’s organizations to exchange ideas. Through collaboration with women’s groups, New Taipei City presented its policies on preventing gender-based violence and actively engaged with representatives from international cities and NGOs. By building a global consensus on zero tolerance for violence and gender equality, the City strives to create a friendly environment that safeguards women’s rights and shines as a beacon for urban safety.
