【SDG 5】New Taipei City Becomes the First in Taiwan to Join the UCLG Global Human Rights Movement

Today (17th), New Taipei City officially joined the fourth wave of the global campaign "10, 100, 1000 Human Rights Cities and Territories by 2030" launched by United Cities and Local Governments (UCLG), with three representative public service policies: "Cultivating Cultural Equity, Upholding LGBTQIA+ Dignity, and Safeguarding Children and Youth Development Rights." As Taiwan's first city to support this international human rights governance initiative, New Taipei has demonstrated its commitment to human rights, social inclusion, and equitable governance.
UCLG—the world's largest local government organization and the only one with official United Nations recognition—launched this global human rights campaign in 2022. The goal is to rally 1,000 local governments worldwide to embed human rights into governance by 2030. To date, 122 cities and regions have signed on. This fourth wave of the campaign focuses on the central theme of "Strengthening Local Public Services for Just and Caring Cities." New Taipei City joins 21 newly participating regions and municipalities—including the Marmara Municipalities Union in Türkiye, Rosario in Argentina, and Tijuana in Mexico—that back the initiative. This milestone expands the global network of human rights cities while shining a global spotlight on human rights practices by Taiwan's local governments.
New Taipei City cultivates cultural equity by turning its museums and cultural venues into primary hubs. Through the expansion of cultural resources and innovative services, the city aims to overcome geographical and resource limitations, bridge the cultural gap between urban and rural areas and across different ethnic groups, and guarantee cultural access for disadvantaged and vulnerable groups. A champion of LGBTQIA+ dignity, New Taipei leverages cross-agency and cross-disciplinary collaboration to deepen engagement and support networks for the LGBTQIA+ community, fostering a safe, equitable, and welcoming environment for all. To safeguard children and youth development rights, the city has integrated community and convenience store service infrastructure to build a 24/7 care network. This system delivers immediate support and appropriate assistance to vulnerable families, children, and youth, creating a dignified and resilient social safety net.
Hui-Mei Juh, Director General of the Secretariat, New Taipei City Government, stated that the core of human rights governance lies in translating ideals into concrete actions and making them a lived reality for every resident. As Taiwan's first city to join this international initiative, New Taipei City has demonstrated its tangible achievements in advancing human rights protection, gender equality, and socially inclusive governance. This underscores its firm commitment to pursuing fairness, dignity, and sustainable development alongside global cities. Moving forward, New Taipei City will continue to deepen international exchange and cooperation through platforms like UCLG. By sharing its local governance experience and continually refining its human rights, equity, and inclusion policies, New Taipei strives to build a "Happy City" that blends a global outlook with humanistic care and the warmth of local communities.
